There's a good article over at Business Insider that describes how to use Google's Google Docs infrastructure as a virtual hard drive "the cloud". Google Docs used to be just a place to create and store Google Docs, Spreadsheets etc but it looks like they're opening it up for more varied content.

Mike Morris Using Google Docs to Reduce Clutter and Facilitate Document Sharing - All for Free

Recreation Departments are like any other organization out there - non-profits and for profits alike - in that they use documents as a way to organize, communicate and share ideas.
